To understand the village, city, municipality, region, province or country, we must identify the civic composition and availability of societal resources.
To have a good understanding, we must identify the various societal resources that are present on the territory through research. Among other things, we must identify the different types of citizens present in the collectivity? What are their needs? How do they integrate or participate?
What are the interrelations that citizens have between themselves? What are the interactions they have with the various societal resources within your community? Can they develop or communicate adequately in your community?
It is not all to understand. We must then set goals and achieve them. But how to ensure that the citizens of your collectivity participate in this change, and this according to the different role they play? What is the return on investment for each type of citizen? This is where change management comes in. It can reduce the pitfalls associated with implementing the means chosen to achieve the objectives.
Planning is the most important when one wants to facilitate change, especially in collectivities. Not only does it allow us to identify the different stages of change, but it allows us to better communicate them.
The responsibility for implementation must be yours, but we can assist as a facilitator.
